The use of restraints shall be governed by the following criteria: (1) restraints shall only be used by juvenile probation and detention officers; (2) prior to participating in any restraint juvenile probation officers and juvenile detention officers shall be: (A) certified in the use of the approved physical restraint technique; (B) trained in the use all approved mechanical restraint devices; and (C) trained in the use of any approved chemical agents; (3) restraints shall only be used in instances of threat of imminent self-injury, injury to others, serious property damage, or prevention of escapes; (4) restraints shall only be used as a last resort; (5) only the amount of force and type of restraint necessary to control the situation shall be used; (6) restraints shall be implemented in such a way as to protect the health and safety of the resident and others; and (7) restraints shall be terminated as soon as the resident's behavior indicates that the threat of imminent self-injury, injury to others, serious property damage, or prevention of escape has subsided. |
