| (a) Applicability. In the Houston/Galveston/Brazoria area, as defined in §115.10 of this title (relating to Definitions), any site with a controlled or uncontrolled vent gas stream containing highly-reactive volatile organic compounds (HRVOC), as defined in §115.10 of this title, or a flare that emits or has the potential to emit HRVOC is subject to this division (relating to Vent Gas Control) in addition to the applicable requirements of Subchapter B, Divisions 2 and 6 of this chapter (relating to Vent Gas Control; and Batch Processes) and Subchapter D, Division 1 of this chapter (relating to Process Unit Turnaround and Vacuum-Producing Systems in Petroleum Refineries). (b) Definitions. The following terms, when used in this division, have the following meanings, unless the context clearly indicates otherwise. Additional definitions for terms used in this division are found in §§3.2, 101.1, and 115.10 of this title (relating to Definitions). (1) Degassing safety device--A device other than a flare used to prevent the release of unburned organic vapors from a geologic storage facility resulting from either equipment or containment failure. (2) Supplementary fuel--Natural gas or fuel gas added to the gas stream to increase the net heating value. (3) Pilot gas--Natural gas or fuel gas that does not contain greater than 5% by weight highly-reactive volatile organic compounds that is directed to the combustion point of a flare to maintain a continuous ignition source. |
