In accordance with Texas Government Code §2161.003, the
Board adopts by reference the rules of the Comptroller of Public Accounts
in 34 TAC Part 1, Chapter 20, Subchapter D, Division 1, regarding
historically underutilized businesses. A copy of the Comptroller of
