(a) As provided by §264.157 of the Texas Family
Code, the Texas Department of Family and Protective Services (DFPS)
accepts and evaluates unsolicited proposals from entities based in
this state to provide community-based care services in a geographic
service area where DFPS has not implemented community-based care.
(b) An unsolicited proposal for community-based care
services must:
(1) demonstrate the entity meets the criteria for community-based
care services as described in Texas Family Code, Chapter 264, Subchapter
B-1;
(2) demonstrate the entity has established connections
to the area the entity proposes to serve; and
(3) comply with applicable state procurement laws and
rules.
(c) An unsolicited proposal for community-based care
services is submitted to DFPS by email to CBCUnsolicitedProposal@dfps.texas.gov.
