(a) Authority. Authority for this subchapter is provided
in the Texas Education Code, Subchapter B, Tuition Rates. These rules
establish procedures to administer the program authorized in Texas
Education Code, §54.331 (previously §54.207), Students from
Other Nations of the American Hemisphere, more commonly known as the
Good Neighbor Scholarship Program.
(b) Purpose. The purpose of the Good Neighbor Scholarship
Program is to encourage academically talented students from the countries
of the Western (American) hemisphere to pursue higher education in
the State of Texas, thus establishing a beneficial link between the
State of Texas and the home countries of the students.
