The purpose of this subchapter is to address the interrelated
roles and responsibilities of state mental health facilities, local
mental health authorities, and local behavioral health authorities
in the delivery of mental health services to individuals. This subchapter
establishes criteria and provides guidelines related to:
(1) clinically appropriate patient placement based
on screening and assessment of the individual;
(2) timely access to evaluation and mental health treatment
services in the least restrictive, most appropriate setting of care;
and
(3) effectively, and without interruption, transitioning
care between service types and providers for individuals receiving
mental health services at state mental health facilities, local mental
health authorities, and local behavioral health authorities.
