(a) Persons having business with or interacting with
the Council, member boards, or agency staff shall conduct themselves
with proper dignity, courtesy, and respect. Disorderly or disruptive
conduct will not be tolerated.
(b) The presiding officers for the Council and member
boards may, in their own discretion, exclude from a meeting or proceeding,
a person who, with intent to prevent or disrupt an agency meeting
or proceeding, obstructs or interferes with the meeting or proceeding
by physical action or verbal utterance. A person excluded under this
rule may be excluded for the remainder of the meeting or proceeding
or for a shorter period of time as is deemed just and reasonable by
the presiding officer.
(c) Conduct or language directed at agency officials
or staff by applicants or licensees that a reasonable person would
find abusive or threatening is considered unprofessional conduct and
may serve as grounds for a Council-initiated complaint and disciplinary
action.
