The following words and terms, when used in this subchapter,
shall have the following meanings, unless the context clearly indicates
otherwise:
(1) Interested Parties--Respondents in connection with
the Solicitation, evaluation, or award that is being protested.
(2) Protestant--A Respondent Vendor that submits a
protest under the Agency Vendor Protest Procedures.
(3) Respondent--A Vendor that submits an offer or proposal
in response to an Agency Solicitation.
(4) Solicitation--A document, such as an Invitation
for Bids, Request for Offers, Request for Proposals, or Request for
Qualifications that contains a request for responses from Vendors
to provide specified goods and services. The term also refers to the
process of obtaining responses from Vendors to provide specified goods
and services.
(5) Vendor--A potential provider of goods or services
to the Agency.
