| (a) The general requirements, as adopted by the State Seed and Plant Board, are basic and, together with the following specific standards, constitute the standards for certification of vegetatively propagated pasture grass and turfgrass. (b) Three classes of stocks (foundation, registered, and certified) are recognized under the vegetatively propagated pasture grass and turfgrass standards. (1) Foundation. Foundation sprigs must be produced from a variety approved by the State Seed and Plant Board tracing back to acceptable sources. Foundation sprigs shall be the initial transplants from breeder vegetative propagating material. (2) Registered. Registered sprigs must be the initial transplants from foundation sprigs. (3) Certified. Certified sprigs must be the initial transplants from either foundation or registered sprigs. A grower of the certified class of sprigs may increase his acreage
from his own production, provided he has complete control of the sprigs at all times and they are planted on his own farm. (c) Fields established from foundation or registered sprigs may continue to produce certified sprigs after the first year, providing that application for certification is made each year and the stock is produced in conformity with the certification standards.
