Preamble Texas Admin Code Rule

(a)The board shall meet in Austin in February of each year and at such other times and places as it deems necessary to discharge the responsibilities of the board. Meetings of the board are subject to the Texas Open Meetings Act, Tex. Gov. Code §551.001 et.seq.

(b)A quorum of the board consists of five members.

(c)Meetings of the board may be called by the chair on a motion by the chair or upon the written request of five members. Meetings shall be conducted in accordance with Robert's Rules of Order.

(d)Officers of the board shall consist of a chair, a vice-chair and a secretary who together form the executive committee. The board shall elect its officers at the February meeting or upon creation of a vacancy in an office, whichever first occurs.

(e)Terms of office for members of the board are established when the members are appointed by the governor as provided by the Act, and members shall continue to serve until their successors are qualified. The appointed members of the board shall hold office for terms of two years, for no more than three consecutive two-year terms. Two appraiser members and two public members shall serve terms that expire on January 31 of each odd-numbered year. Two appraiser members and two public members shall serve terms that expire on January 31 of each even-numbered year. An appointed member qualifies by taking the constitutional oath of office within 15 days after appointment.

(f)The board shall maintain a roster of individuals who have received a state certification or a state license under the Act. The roster must include the type of license or certification for each individual listed. The board shall transmit to the appraisal subcommittee at least annually a copy of the roster.

This agency hereby certifies that the adoption has been reviewed by legal counsel and found to be a valid exercise of the agency's legal authority.
