Preamble Texas Admin Code Rule

The purpose of these rules is to provide for a simple and efficient system of procedure before the board, to ensure [insure] uniform standards of practice and procedure, public participation and notice of board actions, and a fair and expeditious determination of causes. These rules shall be liberally construed, with a view towards the purpose for which they were adopted.

This agency hereby certifies that the proposal has been reviewed by legal counsel and found to be within the agency's legal authority to adopt.
