Preamble Texas Admin Code Rule
If a court of competent jurisdiction holds that any provision of this subchapter or its [the] application [thereof] to any person or circumstance is [held] invalid for any reason, the invalidity does [shall] not affect [the] other provisions or applications [ any other application] of this subchapter that [these rules which] can be given effect without the invalid provision [provisions] or application. To this end, the [ all] provisions of this subchapter are [declared to be] severable.

This agency hereby certifies that the proposal has been reviewed by legal counsel and found to be within the agency's legal authority to adopt.
