Preamble Texas Admin Code Rule

Licensees shall conduct their practice with honesty, integrity, and fair dealing to clients in time and services rendered, and in the amount charged for services, facilities, appliances, and drugs. Licensees shall be responsible for all lapses in honesty, integrity and fair dealing in the licensee's practice, regardless of whether the failures occurred as a result of intentional conduct or as a result of recklessness or gross negligence.

This agency hereby certifies that the proposal has been reviewed by legal counsel and found to be within the agency's legal authority to adopt.
