Preamble Texas Admin Code Rule
This chapter [These rules] shall govern the procedure for the institution, conduct and determination of all causes and proceedings before the Board [board]. This chapter [They] shall not be construed so as to enlarge, diminish, modify or alter the jurisdiction, powers or authority of the Board [board] or the substantive rights of any person.

The agency certifies that legal counsel has reviewed the proposal and found it to be within the state agency's legal authority to adopt.
