Preamble Texas Admin Code Rule
This chapter shall govern the procedure for the institution, conduct and determination of all causes and proceedings before the Board. This chapter shall not be construed so as to enlarge, diminish, modify or alter the jurisdiction, powers or authority of the Board or the substantive rights of any person.

The agency certifies that legal counsel has reviewed the adoption and found it to be a valid exercise of the agency's legal authority.
