Licensees shall conduct their practice with honesty, integrity, and fair dealing [to clients in time and services rendered, and in the amount charged for services facilities, appliance and drugs].

The agency certifies that legal counsel has reviewed the proposal and found it to be within the state agency's legal authority to adopt.
