Preamble Texas Admin Code Rule
[Means] A [a] department, commission, [other than an institution of higher education,] board, office, council, authority, or other agency in the executive or judicial branch of state government, other than an institution of higher education, that is created by the constitution or a statute of this state.

The agency certifies that legal counsel has reviewed the proposal and found it to be within the state agency's legal authority to adopt.
