Preamble Texas Admin Code Rule
(a)Cost of a transcript of a SOAH proceeding ordered by a party is [are] paid by that party. Cost of a transcript of a SOAH proceeding ordered by the administrative law judge is [are] split equally between the parties.

 (b)A party or witness who needs an interpreter or translator is responsible for making the request under SOAH rules. [The cost of the interpreter or translator is borne by the party requesting the service.]

The agency certifies that legal counsel has reviewed the proposal and found it to be within the state agency's legal authority to adopt.
