Preamble Texas Admin Code Rule
If [When the] Alternative Dispute Resolution does [procedures do] not result in the full settlement of a matter, the parties, in conjunction with the mediator if applicable, may limit the issues in a contested case through the entry of written stipulations. Such stipulations shall be forwarded or formally presented to the administrative law judge assigned to conduct the contested case hearing on the merits and shall be made part of the hearing record.

The agency certifies that legal counsel has reviewed the proposal and found it to be within the state agency's legal authority to adopt.
