Texas Register Preamble


The Texas Higher Education Coordinating Board adopts amendments to §4.54 concerning exemption from the requirements of the Texas Success Initiative without changes to the proposed text as published in the June 4, 2004, issue of the Texas Register (29 TexReg 5483). Specifically, these amendments exempt high school students who achieve certain standards on the Mathematics and/or English/Language Arts sections of the exit-level Texas Assessment of Knowledge and Skills from state-mandated testing for college readiness for the corresponding sections. Also, amendments were made that would allow students who achieve certain standards on sections of the ACT and the SAT to be exempt from the assessment required under this title for those corresponding sections.

There were no comments received concerning the amendments.

The amendments are adopted under the Texas Education Code, §51.3062 which gives the Coordinating Board the authority to adopt rules concerning the Success Initiative.
