Texas Register Preamble


The Texas Appraiser Licensing and Certification Board (TALCB) adopts amendments to §153.15, concerning Experience Required for Certification or Licensing, without changes to the proposed text as published in the September 6, 2013, issue of the Texas Register (38 TexReg 5836). The amendments implement the new experience audit requirement for all appraiser credentials set out in Revised Policy Statement 4, adopted by Appraisal Subcommittee on June 1, 2013. The effective date of the new requirement is July 31, 2013. These amendments were also adopted on an emergency basis at TALCB's August 16, 2013 meeting.

The reasoned justification for the amendments is compliance with federal regulations.

No comments were received on the amendments as proposed.

The amendments are adopted under Texas Occupations Code, §1103.151, which authorizes TALCB to adopt rules relating to certificates and licenses, and §1103.152, which authorizes TALCB to prescribe qualifications for appraisers that are consistent with the qualifications established by the Appraiser Qualification Board.

The statute affected by these amendments is Texas Occupations Code, Chapter 1103. No other statute, code or article is affected by the amendments.
