The Texas Appraiser Licensing and Certification Board (TALCB) adopts an amendment to §153.20, concerning Guidelines for Revocation, Suspension, Denial of Licensure or Certification; Probationary Licensure, without changes to the proposed text as published in the December 13, 2013, issue of the Texas Register (38 TexReg 8995).

The amendment is adopted to clarify that a sponsor who refuses to sign an appraiser trainee's experience log and affidavit for experience actually and lawfully acquired is subject to sanctions by TALCB.

The reasoned justification for the amendment is to ensure that a sponsoring appraiser fulfills his or her required obligation to a trainee for the period of time the trainee is under that sponsoring appraiser's supervision.

No comments were received on the amendment as proposed.

The amendment is adopted under Texas Occupations Code, §1103.151, which authorizes TALCB to adopt rules relating to certificates and licenses; and §1103.154, which authorizes TALCB to adopt rules relating to the professional conduct of a licensed or certified appraiser.

The statute affected by the amendment is Texas Occupations Code, Chapter 1103. No other statute, code or article is affected by the adopted amendment.
