Texas Register Preamble


The Texas Appraiser Licensing and Certification Board (TALCB) adopts amendments to 22 TAC §153.21, Appraiser Trainees and Sponsors, without changes to the proposed text as published in the December 12, 2014, issue of the Texas Register (39 TexReg 9647). The amendments make this rule applicable to all appraiser trainees and sponsors and require all appraiser trainees and sponsors to take the appraiser trainee/sponsor course within four years of their license renewal date. The amendments will become effective for all licensee holders on September 1, 2015.

The reasoned justification for the amendments is to ensure that all sponsors are properly trained to take on the duties of supervising trainees and that sponsors and trainees better understand the sponsor/trainee relationship.

No comments were received on the amendments as proposed.

The amendments are adopted under Texas Occupations Code, §1103.151, which authorizes the TALCB to adopt rules relating to certificates and licenses, and §1103.152, which authorizes TALCB to prescribe qualifications for appraisers that are consistent with the qualifications established by the AQB.

The statute affected by these amendments is Texas Occupations Code, Chapter 1103. No other statute, code or article is affected by the amendments.
