The Texas Higher Education Coordinating Board (Coordinating Board) adopts amendments to Subchapter C, §§4.53, 4.56, 4.57, and 4.59, concerning the Texas Success Initiative, without changes to the proposed text as published in the January 23, 2015, issue of the Texas Register (40 TexReg 369). The amendments support developmental education reform efforts pursuant to Texas Education Code, §51.3062. As institutions continue to implement provisions of the Texas Success Initiative (TSI), Coordinating Board staff provides the following clarifications to TSI rules in order to provide better guidance for various stakeholders.

There were no comments received concerning these amendments.

The amendments are adopted under Texas Education Code, §51.3062, which provides the Coordinating Board with the authority to establish policies and procedures relating to the Texas Success Initiative; and §51.307, which provides the Coordinating Board with the authority to adopt and publish rules and regulations to effectuate the provisions of Chapter 51, Subchapter F of the Texas Education Code.
