Notice of Availability of Request for Qualifications for Internal Auditing Services

The Texas State Library and Archives Commission (TSLAC) is seeking Responses from qualified entities to provide internal auditing services to TSLAC under authority of the Government Code, Chapter 441. These services are required to comply with the Texas Internal Auditing Act, Chapter 2102, Texas Government Code, which also details internal auditing responsibilities. TSLAC requires services that represent the best value from a qualified vendor.

Services under an awarded contract will include working with TSLAC audit committee and/or full commission to perform internal auditing services for the agency for Fiscal Year (FY) 2019, with optional renewals to continue providing auditing services for an additional four fiscal years (FY 2020 - 2023).

Work under an initial awarded contract will include all of the following: developing a proposed internal audit work schedule based on a written risk assessment of all major systems and controls of TSLAC for Fiscal Year (FY) 2019; developing a proposed internal audit plan for FY 2019; preparing follow up reviews and reports on the status of implementation of all outstanding previous internal audit recommendations; preparing the Annual Internal Audit Reports for FY 2019; and providing auditing services for selected key agency program components and grant recipients based on the assessments. In addition to written reports, periodic oral reports to the TSLAC Audit Committee and/or full Commission will be required.

The quantity of work is estimated to be between 600-650 hours per year. It is anticipated that most of the required audit work can be accomplished at the Lorenzo de Zavala State Archives and Library Building, 1201 Brazos Street, Austin, Texas 78701.

The Request for Qualifications (RFQ) will be available on the Electronic State Business Daily (ESBD) on or about September 28, 2018, under Agency Request for Qualifications (RFQ) number 306-19-0081. Copies will also be available by contacting Kelly Wenzel at (512) 936-2274. Periodic updates, addenda, and clarifications may be posted on the ESBD, and interested parties are responsible for monitoring the website accordingly. Final proposals must be received by the Texas State Library and Archives Commission, 1201 Brazos Street, Room 309, Austin, Texas 78701, Attention: Kelly Wenzel; or via email to purchasing@tsl.texas.gov with a subject line referencing the RFQ number and opening date. All Responses must be submitted on or before 10:00 a.m., Central Standard Time, October 19, 2018, to be eligible for consideration.

Each Response will be evaluated based on the criteria and process set forth in the RFQ. The final selection of the internal auditing services, if any, will be made by the TSLAC Commission.
