(a) Graduation rate is defined as and determined by
dividing the number of students who received a high school diploma
from the qualified provider by the number of students for which the
qualified provider sought and received reimbursements.
(b) The Program cost per graduate formula is determined
as the product of the number of students who received a high school
diploma the previous calendar year multiplied by $7,000; the product
may not exceed the total annual cost (reimbursements paid) to the
qualified provider for the total number of services provided.
