| (a) An operator may be a person, partnership, corporation, or other business or governmental entity. (b) The operator must be duly organized, validly existing, and in good standing under the laws governing its creation and existence, and must be duly authorized and qualified to transact all business contemplated by these rules and any contract with the Board. (c) Must be in compliance with the nondiscrimination provision of the Civil Rights Act of 1964 and the regulations pursuant to such act, and the Americans with Disabilities Act (ADA). (d) Shall satisfy any other qualification requirements which the Board may adopt by resolution from time to time.
